Just in case anyone is interested in Windward's default settings, then take a closer look to the unmodified config.txt (2016-06-21) extracted from a small package for modding available at 
http://www.tasharen.com/windward/mod.zip (11,7 MB).

Windward game | Dragon's defaults
The »Dragon« is a boss type NPC (rank 5 scriptwise). It tries to run for repair if there is friendly town when it has low healt, as well using water barrel below 60% HP. It have a single front cannon and will try to aim with that, if he can't then he starts flying. Usually being closer to the dragon stops it.
I do not give any guarantee for correctness of these configs.
Alter line(s) unlockable = false to unlockable = yes if you want to unlock the Dragons in singleplayer mode and as well multiplayer mode.

Windward game | Effectiveness essence barrels
If it is your first »Raid Instance Map« with a particular type of essence (Heat, Cold, Acid, Electricity, Nether) the particular Dragon will drop an essence barrel for you. This can be equipped to give your volley additional elemental damage and offers some protection (5%) against its opposite essence type.
